Strategic Planning and Community Development

The Office of Strategic Planning and Community Development (OSPCD) integrates former Malden Redevelopment Authority (MRA) staff into a new City department focused on land use and transportation planning, community and business development, climate resiliency, affordable housing and grants management. Significant cost and operational efficiencies will be achieved through this consolidating by eliminating duplicate efforts across an array of other departments. The OSPCD administers projects to promote homeownership including the Housing Rehabilitation and Lead Paint Abatement Programs and also runs a Small Business Assistance Program. The department also administers the Federal Community Development Block Grant and HOME Programs. Our mission: To build strong and vibrant neighborhoods, create employment opportunities for local residents, create housing opportunities for all Malden residents and improve the quality of life for those who live here.
